Hunt's aides have been playing down the significance of the memo, pointing out that in it he said - as he always had done - that plurality issues would have to be addressed for the bid to be allowed. <span style="color: red; font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">There are more details on our Leveson live blog.

Hunt urged Cameron not to allow the business secretary, Vince Cable, to block the BSkyB bid despite strong advice to the culture secretary from his own officials that he should not involve himself in the process.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The culture secretary claimed to the prime minister that if the Murdoch bid was blocked "our media sector will suffer for years". He asked for a meeting with Cable and Cameron to discuss the handling of the deal.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The document appears to corroborate the picture that emerges from earlier email exchanges between Hunt's aide Adam Smith and the News Corp lobbyist Frédéric Michel. Those emails document an apparently collusive relationship with the Murdoch empire and have already put Hunt's cabinet position in peril.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Hunt drafted his memo to Cameron on 19 November 2010, initially using his and his aide's private Gmail accounts instead of the government email system, according to counsel to the inquiry. Hunt protested in strong terms about Cable's decision to move against the bid earlier that month by calling in the regulator, Ofcom, to investigate.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Warning that "James Murdoch is pretty furious", Hunt went on to demand "Why are we trying to stop it? … I think it would be totally wrong to cave in to the Mark Thompson/Channel 4/Guardian line".

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The BBC director general, Mark Thompson, and other media firms were opposing the bid, saying it would make the Murdoch empire too powerful.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Hunt, who by then had already been extensively lobbied by News Corp and received angry phone calls from Rupert Murdoch's son James, said: "I am concerned because essentially what James Murdoch wants to do is to repeat what his father did with the move to Wapping … The UK has the chance to lead the way on this as we did in 80s with the Wapping move."

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">In evoking the spirit of Wapping, Hunt was reminding David Cameron of the way Rupert Murdoch was allowed to buy the Times and the Sunday Times after vociferously supporting the Conservatives in his tabloids and holding a secret meeting with Margaret Thatcher at Chequers. Murdoch then famously broke the power of the print unions by moving his operations to Wapping, where police helped staff brave picket-lines.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The phrasing of Hunt's 19 November draft memo appears to have been sanitised before being sent to No 10, with the help of Smith. The inquiry was told there was also in existence an earlier version of Hunt's thinking. The final version said: "It would [be] totally wrong for the government to get involved in a competition issue which has to be decided at arms length."

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Hunt's activities on Murdoch's behalf had been the subject of stern legal warnings from his own department, according to the inquiry's counsel, Robert Jay. He said the Department for Culture, Media and Sport's legal director had advised that although it was not directly illegal for him to attempt to intervene, to do so would be "unwise". One arrangement to meet James Murdoch had to be cancelled, but Hunt instead spoke to him privately on the phone. Michel, James Murdoch's lobbyist, told his boss in one of the previously disclosed emails: "Jeremy … has received very strong legal advice not to meet us today as the current process is treated as a judicial one (not a policy one) and any meeting could be referred to and jeopardise the entire process. Jeremy is very frustrated about it but the permanent secretary has now also been involved … You could have a chat with him on his mobile … and I will liaise with his team privately as well."

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Four days after receiving this warning, it now appears that Hunt drafted his plea to the prime minister to step in. It is not known what Cameron did as an immediate result. Shortly afterwards, the Conservative-supporting Telegraph newspaper embarked on an elaborate "sting" operation against Vince Cable. On 3 December, two reporters pretended to be his constituents and by what seems to have been an extraordinary coincidence, he confided in them that he had "declared war" against Murdoch.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">This was greeted with outrage both by the Murdoch camp and by the prime minister, who declared it was "unacceptable" for Cable to have such bias. Cameron promptly turned the decision over to Hunt. The disclosed documents appear to reveal that Cameron knew perfectly well at the time that Hunt, too, was biased – but biased the other way.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The cabinet secretary, Gus O'Donnell,<a href="http://www.guardian.co.uk/media/2010/dec/22/gus-o-donnell-bskyb?INTCMP=" srch??="" title=""><span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;"> stated publicly<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">, however, that he himself had taken legal advice and had decided that, although Hunt had made previous public statements sympathetic to the bid: "I am satisfied that those statements do not amount to a pre-judgment of the case."

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Hunt's former aide, Adam Smith, was initially reluctant to concede that the culture secretary had backed the Murdoch bid from the outset. Under persistent questioning from Jay, he eventually admitted, however, that Hunt's "personal view" was in fact favourable to the bid.

Not many people know this, but Jeremy Hunt has a younger brother called Charles. Charles used to have a company selling non-apparel cloth (bedding) via direct mail. Jeremy then made a loan to his brother, declared as ‘to help with his company Peacock Blue’. Then the company went under, and Mr *unt (Snr) resigned. <span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Failed by police: No-one has ever been convicted of murdering Daniel Morgan, who was found dead in a pub car park in Sydenham, south London, in 1987

Bungling police and prosecutors caused the collapse of a multi-million pound murder prosecution by losing four crates of evidence, a damning new review has found.
Five inquiries failed to find Daniel Morgan’s murderer after he was killed in a Sydenham pub car park in 1987, and the case has become one of Britain's most notorious unsolved murders.
Mr Morgan was found with an axe embedded in his head, and his family have always believed he was killed because he was about to unveil a web of corruption involving his business partner Jonathan Rees, an ex-Met police detective friend named Sid Fillery, and a string of police officers.
Defence lawyers acting in the case asked for access to particular documents just a month before the last murder trial collapsed at the Old Bailey last year.
It then emerged that four whole boxes of evidence had been left in storage instead of being handed over, and that three were relevant to the trial proceedings.
As a result, Mr Rees and his brothers-in-law Garry Vian and Glenn Vian were cleared of any involvement in the killing.
The report said: 'The police team were unable, in respect of four of the boxes, to locate them.... These latest developments proved to be the final undoing and the cumulative weight against the Crown's position became untenable.'
The review was jointly produced by the police and Crown Prosecution Service, and while it found that the loss of the boxes was the case's 'final undoing', it also criticised the 'unreliability of critical witnesses'.
The three witnesses in question were 'assisting offenders' - commonly known as 'supergrasses' - whose handling is covered by the Serious Organised Crime and Police Act of 2005 (Socpa).
They were undermined by what the report called 'factors that adversely affected their credibility', and this led to the collapse of the case against two other defendants - James Cook, accused of murder, and former detective sergeant Sid Fillery, charged with perverting the course of justice.

The costs of the five police inquiries and an inquest, as well as three years of legal hearings, are unofficially estimated at £30 million.

The report found: 'This was a truly exceptional case in terms of a combination of factors, namely its age; the size and the number of linked operations; the enormous volume of material generated, particularly unused, and the fact that all three of the Socpa witnesses were undermined, post charge, by factors that adversely affected their credibility. In addition there was a lack of scientific evidence.'
A total of 17 points of 'good practice' were included in the review. The guidance relating to supergrasses states that a 'thorough investigation addressing the credibility of the witness' is vital whenever they are used.
There should also be a 'full and auditable record of all police contact regarding the management of any Socpa witness' and 'consideration needs to be given at the outset to the types of unused material that could reasonably be expected to be encountered in a particular prosecution, and its anticipated location'.
The good practice guidance adds: 'Consideration must be given to the size and complexity of the disclosure task from the outset.'
Assistant Commissioner Cressida Dick and Alison Saunders, chief Crown prosecutor for London, issued a joint statement today.
It said: 'This case, as the trial judge said, was of an exceptional scale and complexity, with over three quarters of a million documents gathered over 20 years being examined.
'The issues around the disclosure exercise were such that we could not guarantee that all relevant material had been identified, considered and disclosed so as to ensure a fair trial. A further factor related to the unreliability of critical witnesses.
'To this end, the purpose of the review was to identify potential good practice and learning for both police and prosecutors for future cases.
'What the review was not was an investigation into allegations of corruption; nor was it intended to serve the purpose of an investigation for police disciplinary purposes.
'Those recommendations identified within the review will now be implemented by both agencies.'

Back in March, Labour MP Tom Watson accused the News of the World of collaborating with suspects in the Morgan murder case by placing a senior detective under surveillance on the pretence that he was having an affair.
Speaking during an adjournment debate ahead of the 25th anniversary of Mr Morgan’s death, he said News of the World crime journalist Alex Marunchak was a close associate of Mr Morgan's business partner Mr Rees - who became a main suspect in his murder - and regularly paid his company Southern Investigators for information.
‘Jonathan Rees and Sid Fillery were at the corrupt nexus of private investigators, police officers and journalists at the News of the World,' he said.
‘Southern Investigations was the hub of police and media contacts involving the illegal theft and disclosure of information obtained through Rees and Fillery’s corrupt contacts.’
When Detective Chief Inspector Dave Cook started to investigate the murder, at a time when Mr Rees was still a suspect, it is alleged Mr Marunchak placed the police officer under surveillance.
Mr Rees was accused of Mr Morgan's murder in 2008 but the case collapsed in 2010.
West Bromwich East MP Mr Watson told the adjournment debate: ‘The person who was investigating a murder was put under close surveillance by a close business associate of the man he was investigating.
‘A journalist tried to undermine a murder investigation.’
He added: ‘I think Rupert Murdoch owes the Morgan family an apology. I also don’t think he has made his last apology to the grieving parents of dead children.’
Mr Marunchak has previously denied having any contact with Daniel Morgan, and all allegations of wrongdoing.
On 10 February a supposedly original video emerged on the internet site “Youtube” that depicted CFA Fireman David Tree feeding an allegedly injured koala a bottle of water. At the same time (as in the next day), newspapers worldwide, promoted the video and four associated still camera photos taken at the same time, with the Koala gaining “celebrity status” and being named “Sam the Koala”.

The official (Government) version of the story as dutifully reported in the mainstream media (including the Age and Herald-Sun), from then until present stated that the same Koala was cared for by a Mrs Colleen Wood until it’s death on 6 August 2009 and then lodged with the National Museum of Victoria, whereupon the same stuffed animal remains as of February 2010.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">In summary the video depicted was carefully planned and executed and not an unexpected and random act of kindness caught on film as alleged by Tree and agents. It was in fact a bootleg of at least two similar acts both predating the making of this video and known to all or most people most actively promoting “Sam the Koala”.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The depicted Koala had been “planted” for the express purpose of making the pre-planned video and associated photos and was Mr Tree’s second attempt at making a famous “bear” named “Sam”.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The origin of the idea goes back at least as far as 2003 and probably further.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The stuffed Koala at the Museum, now identified as “Sam the Koala”, is female and is not the same koala depicted in the original video and photos.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">It is therefore an impostor or a fraud.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The originally depicted Koala is a male, identified by the relevant parties shortly thereafter as “Bob the Koala”, allegedly captured in Boolarra two days before the (now female) “Sam”.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">For the first time ever it can reported that the same “Bob” was in fact a long term captive, having been held by Wood at least as far back as April 2006.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">A secondary “swap” was the attribution of the relevant still images.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">In the first instance and for some months thereafter, photos were consistently credited to “Russell Vickery” of the Herald-Sun.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">However post-dating a report in the Herald-Sun on 12 August 2009, relating to a (then) proposed “Sam the Koala” trademark opposition by the Victorian government through the Department of Sustainability and Environment (DSE), the media and other sources commenced crediting the photos to DSE employee Mark Pardew, including “rebranding” this information on the web on earlier news clips without noting this editing.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The photos credited are the same four identical images raising further questions as to reasons for the “swap”.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Besides the fraudulent and deliberate swapping of Koalas identified as “Sam” shortly after the making of the February video, an act that evidently is known to many involved with “Sam the Koala” since February 2009, a large number of illegal and dishonest activities have also been uncovered.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The common thread and motivation has been to scam enormous amounts of money in the form of cash donations from well-meaning members of the public or to divert attention from culpable acts and negligence that led to the massive destruction of life and property on 7 February 2009.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Because the fraud has remained undetected to the public at large (or at least undisclosed) and there has been a transfer of hundreds of thousands of dollars to participants and entities they control, the “Sam the Koala” campaign has apparently been highly successful.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Keywords: Koala, Sam, Fraud, Impostor, Money, Wildlife, Conservation, Department of Sustainability and Environment, DSE, Museum of Victoria, John Brumby, Premier, Corruption, Lies, Dishonesty, Venomoid snakes, Phascolarctos cinereus, stuffed, news media, Herald-Sun, swapped, bushfire.

<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Limited numbers of printed hard copies (at cost) are available at:

<span style="color: red; <span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The family of Welsh private detective Daniel Morgan will today meet police and prosecutors to discuss the state of the investigation into his murder.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Daniel Morgan was found in the car park of a London pub on March 10th 1987, with an axe in the back of his head. His family claim he was very close to revealing police corruption.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">Despite five police investigations, nobody has ever been found guilty of the murder.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">It was also revealed that large amounts of evidence had not been disclosed to the defence team, partly as a result of the sheer amount of material gathered over the years.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The Acting Commissioner of the Metropolitan Police at the time, Tim Godwin, apologised to the family personally, acknowledging that there had been a "repeated failure" within the force to acknowledge how police corruption had hindered the investigation.
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">The Home Office has not yet ruled out a judicial inquiry into police handling of the case.
